GATLINBURG, Tenn.—The City of Gatlinburg held a swearing-in ceremony earlier today for members of the Gatlinburg Fire Department, formally recognizing the leadership roles of Fire Chief David Gray and Lieutenant Kandra McCarter.
Chief Gray was announced as Gatlinburg’s Fire Chief in late 2025 and officially began his service in that role on January 3, after the retirement of former Chief Charlie Cole. Gray has extensive experience in fire and emergency medical service, previously having served as Assistant Chief at the Knoxville Fire Department. The ceremony marked Chief Gray’s formal swearing-in as he continues to lead the department in protecting the city’s residents and visitors.
“Chief Gray brings to this position a strong dedication to the fire service and a clear understanding of the unique responsibilities that come with serving in a destination city like Gatlinburg,” City Manager Greg Patterson said. “We are confident that under his leadership, the Gatlinburg Fire Department will continue to provide professional, reliable, and compassionate service.”
Lieutenant McCarter brings extensive experience to her new role. She has served full-time with the City of Gatlinburg since November 2015, following three years of part-time service with the Fire Department. Throughout her career, she has served as a Firefighter EMT and later as a Firefighter Paramedic, prior to earning her promotion to Lieutenant.
“Lieutenant McCarter has earned this promotion through dedication, professionalism, and a demonstrated commitment to service,” Patterson said. “This moment represents both personal achievement and the trust placed in her by the department and the City of Gatlinburg.
Patterson also emphasized the importance of the Fire Department’s leadership during the ceremony.
“In a community like Gatlinburg, where public safety is essential to protecting both our residents and the millions of visitors who come here each year, the role of the Fire Department is vital,” Patterson said. “Today’s ceremony represents continuity and readiness in the leadership of this department.”
The Gatlinburg Fire Department provides fire suppression, emergency medical services, rescue operations, and fire prevention education to the City of Gatlinburg and its visitors. Operating three stations throughout the City, the Department responds to thousands of emergency calls each year in the City, National Park, and in its county-response area, and plays a critical role in safeguarding one of the nation’s most visited destinations. The department is staffed by highly trained firefighters, EMTs, and paramedics committed to professional service and community safety.
